Here is the new Internal Guidance Issued to the Bureau of Prisons From Director Billy Marshall
On June 17, 2028 Federal Prison Director Billy Marshall issued this new publicly facing guidance that superceded guidance issued on May 28, 2025 in regards to home confinement, First Step Act (FSA) and Second Chance Act (SCA).
The strongly worded press release made clear that it’s the new Bureau of Prisons administration’s intention to release federal inmates in accordance with both the First Step Act and the Second Chance Act.
Many felt the guidance issued May 28, 2025 was powerful and positive however case managers, unit managers and even Warden’s across the country in the Federal Prison system failed to recognize the new guidance saying things like “the new director doesn’t know what he’s talking about”.
This latest internal guidance, shown below, reiterates that the First Step Act and Second Chance Act are cumulative and “shall be applied in sequence to maximize prerelease time in community custody.”

No one seems to be able to answer this question. My daughter is eligible for HWH in July but no bed available until Aug 14. She meets all criteria for HC and home inspection has been completed. FMC Lexington Camp says no to HC and must go to HWH in August. Is there anything her attorney can file or do to push for this and make happen? What would you recommend? Thank you
If I am not FSA eligible, but within my window of second chance act eligibility, with projected statutory release date of 2-9-2026. I have an address to go to, low recidivism, and was denied RRC placement due to a lack of bed space. I have over rehabilitated myself, and have maintained low recidivism, but have a public safety factor does that cancel my halfway house an home Confinement.

How do I know if my love one is eligible? His date of release has not changed since he went in. TCI Talladega. For home confinement does he apply for anything stating he has a home to go too or do the family members verify he has a home to go to? Where can I look for more information? Even though it is not required but my loved one already has a job set up for when he is release.

Therefore inmates or not getting the correct conditional release dates; who is responsible for updating this? It’s not happening at FPC Manchester Kentucky!!!
He ready did the training for Coleman low and he visited here last week. He said the training didn’t go well. He asked the staff if they had a clearer picture on the FSA and second chance act. They told him it was Muddy ! So he’s gonna refrain them again this week. Also. He came gave a speech on his life story and asked for 2 people from every unit. Then he said.. He wasn’t talking about FSA or Medical and he was only taking questions from 5 people and they have 20 SECONDS EACH !!! It was a publicity stunt !!!
This all great news. I was just released to Tampa rrc on July 8, 2025. I have 360 days of fsa credits applied out of 450 and counting, zero SCA, and a home confinement date of July 15, 2025 and yet I am still at the hwh. I understand there is a process to follow, but these processes are out dated. I am having to jump thru more hoops and over barrels and it’s still not good enough. I am providing all any information to get me home. This is very discouraging after 31 months of a 57 month sentence
