When Does Halfway House Time Begin?

Banyan houses inmates in the Southern District of Florida. Following the First Step Act (FSA), more inmates are getting out of prisons and into halfway houses faster.
But, when does the inmate begin their pre-release custody?
As Rick Stover from the BOP described to Federal Prison Tips staff on July 31st, 2025, and as Todd Chrisley explained in the Chrisley Confessions podcast, inmates in federal prison are making it into the Halfway House based on their statutory maximum home confinement eligibility date.
This date combines your entire FSA award and Second Chance Act (SCA) award stacked consecutively. Unfortunately, as many in our community know, this isn’t happening in some prisons around the country. Rogue case managers who want to play by their own rules are a systemic problem that the BOP has not yet fixed.
