Thousands of Inmates Have Been Held Well Beyond Their Conditional Release Date.
On September 4, 2024, the Bureau of Prisons (BOP) rolled out a new tool that they thought would really help both the case management divisions and most FSA eligible federal inmates. That’s not exactly how this went down.
The Conditional Release date started showing up on FSA Worksheets and Computation Sheets earlier this month. That conditional release date includes an inmates Good Conduct Time, their FSA or RDAP year off and any RRC (halfway house or home confinement) that they’ve accrued through programming.
It was understood in Washington DC that this would be a “Conditional Release date” or an “estimate”. This new date would show inmates what they are striving for with their participation in Evidence Based Recidivism Reducing programs and other Productive Activities. Of course the operative word here is “participate”.
Case managers and DC executives for the BOP thought that having a conditional release date, readily available for inspection, would help drive inmates to participate in programs and activities. However, they already were.
On the ground, once this tool rolled out, it was discovered that thousands of inmates had conditional release dates that have already passed. Some as early as over a year ago.
The BOP made their argument again that it was conditional based on programs. But since the inmates in question here have already passed their dates, and done it by programming, doesn’t that in effect make the conditional release date, more of an actual release date.
But that’s not what’s happening. What’s happening is, because these inmates in question have completed (not just participated) in all these programs, they should be on their way out of prison. But they’re not.
Supposedly Monday September 23, 2024, the BOP will release some kind of information as to these conditional release dates.

What’s the difference between conditional date and conditional placement date one says the year 29 and the other 24
The conditional release date is your new “all the way out” date based on the first year of First Step Act credit. The conditional placement date includes the RRC time you’ve earned which is all the credit over the initial year. I hope this helps. If it does not please contact us on the contact page. The date on bop.gov is the GCT date plus the first 365 days of FSA, the conditional date includes RRC and that is not on bop.gov. If you’re having trouble contact us using the contact form.
